You can have a baws as fuck Dl and Ul speed and still have shitty ping. Ping is the time it takes for your information to reach its destination. The speed is just how much data you can receive per second.
ex. Sending a messenger pigeon in times of war. The time it takes it to reach the destination is not always determined by how heavy or important the message is.

Gotta remember that Minecraft (using TCP) is stream based so packets are not really a good measurement for speed.

What really causes bad ping and latency is
Bandwidth of your connection
Distance from your local exchange
traffic shaping or ISP throttling
Load balance of server
Contention ratio
other applications / processes that are sharing your bandwidth with minecraft on your local network.

Another example would be an geographically faraway server does not have "high ping" however its dependent on the network route and number of routes and node delays incurred between you and the server.
